Create a portable shortcut with relative paths using the standard Windows shortcut creating wizard for programs or files in a USB drive. It will then work on any Windows computer on any drive.

In Target field add the following making sure to replace your folder directory or app.

For example, %windir%\explorer.exe "\your\folder\app.exe
